The course translation (originally 15.812 Marketing Management, Fall 2002) started in the evening of May 8, 2004, and was submitted to Lucifer (Zhu Xueheng, founder of OOPS) upon completion on July 3.
I was soon invited by Dr. Liu Meifeng after sending this Chinese translation to CORE in the mid-Sept. to sponsor a consequent course translation of 15.810 Introduction to Marketing, Fall 2001, whose HTML section was then finished on Nov. 15, 2004 and the rest was delivered to CORE on Feb. 19, 2005 after the translation was finished in the Spring Festival.
CORE officially announced 15.812 Marketing Management online in the summer of 2005, soon after which Mr. Wang Yufei informed me in his Sept. 26 email of the publication of 15.810 Introduction to Marketing. Both of the translated courses had been proofread by MIT's OCW team, and course learners can visit OOPS and CORE for the published course materials.
Currently the two institutes, respectively OOPS in Taiwan and CORE in the mainland of China, are sponsoring Chinese translation of MITOCW materials. With the support of Taiwan MIT Alumni Association, OOPS attracted global attention for its rapid development across the circle, while CORE, who has maintained good relations with China's famous universities and MIT, entered in business relations with Ministry of Education of PRC with a view to further cooperation in OCWs.
CORE signed a memorandum with it Key University Program members in Jan. 2005 to promote the translation and utilization of MITOCW. The program director and specialist from Ministry of Education, Professor Liu Dianqiu made a speech in the conference that day, which proclaimed CORE's official cooperation with universities in the mainland.
The same period in the opposite side of the strait, OOPS held a press conference to the world in Taibei to announce the launch of its project and online operation officially. Anne Margulies, the executive director of MITOCW, sent her video congratulation message on behalf of MIT.
For reasons of differences in history, culture and ideology, OOPS established a volunteers' network across the globe with a flexible and flat structure to deal with the translation, editing, proofreading and publication, while CORE preferred a more structured and government-supervised organization to communicate with MIT and with key universities so as to smoothly boost the development of MITOCW in the Chinese spoken area. The two organizations also established favorable mutual relations with peer educational institutes of other countries and regions.
Some detailed analyses regarding their development and work done in the earlier stage can be found in Some Comments on OOPS and CORE, a report submitted to CORE and MIT in the early 2005. In Advancing the Effectiveness and Sustainability of Open Education Conference (Sept., 2005), representatives from both sides delivered speeches to global participants and the presence of these two differently organized institutes has aroused researchers' interest besides the application of MITOCW itself.

Some Comments on OOPS & CORE - 2005
This report was written in January, 2005 by request of China Open Resources for Education (CORE) and later submitted to CORE and MIT before the Spring Festival. Its content covers the comparison between CORE and OOPS, the operations of OOPS in its beginning period, and proposals from a volunteer translator's perspective.

Research on CORE's Development Strategy - 2008
Non-profit organizations are different from for-profit ones on that their performance is not evaluated by those measures such as profit, sales growth, market share and etc. As one of such organizations in today's China that sees the dynamic growth of NPOs, China Open Resources for Education (hereinafter CORE) is devoted to promoting closer interaction and open sharing of educational resources between Chinese and international universities with an ultimate goal of achieving education enhancement. For over five years, CORE has been committing to its task as well as competing with Opensource Opencourseware Prototype System (hereinafter OOPS), an organization rooted in Taiwan undertaking the same task.
The author found that in some aspects, it was not difficult to perceive CORE's inferior position to OOPS as far as operation efficiency and public support are concerned. Profit, as previously mentioned, may not be one of the measures for NPO's output, and such organizations do not have the so-called profit-and-loss statement, it is, however, the competitive performance that can justify their existence, i.e. NPOs should utilize limited resources to maximize their social benefits and achieve the expected goals. Undoubtedly speaking, this is where effective management should be valued. Based on this agreement, NPOs and enterprises alike should prioritize in the first place their competitive strategy.
The article first introduces NPOs' macro environment in the mainland of China and what CORE has been doing during 2004 and 2007, then employs some commonly used models including that of SWOT, five forces and value-chain to compare CORE and OOPS. Finally the article simply reviews the problems faced by CORE and gives some proposals based on personal experiences and some related theories.
What the article left un-touched are the following issues. First, NPOs in the mainland of today's China are not fully developed yet, which means successful experience from outside may not certainly applies to domestic situations. Second, the mentioned MITOCW localization project has been undertaken by only two organizations in Chinese-spoken areas, respectively CORE in Beijing and OOPS in Taiwan. The author kept in touch with them as early as in 2004 but the data or information obtained is so limited from CORE as to be seriously introspected before being properly referred to by other NPOs widely. Third, for reasons of restrictions in practices, the written proposals and suggestions have not been verified or tested in practice.
